Court finds Miyagi City responsible for tsunami death of student
Jiji Press -- Mar 24
Sendai District Court ruled on Thursday that the city government of Higashimatsushima, Miyagi Prefecture, is responsible for the death of a student at a municipal elementary school in the March 2011 massive tsunami.

residing Judge Hiroshi Oshima ordered the northeastern Japan city to pay some 26 million yen in damages to the bereaved family.

But the court dismissed similar damages claims by the families of two elderly residents who were guided to take shelter in the school's gymnastic hall following the magnitude-9.0 earthquake, but died there when the hall was hit by the ensuing tsunami.

According to the ruling, the student was caught in the tsunami after leaving Nobiru Elementary School together with a nonparent person.
