Japan's First Ordinance Limits Smartphone Use to Two Hours a Day

AICHI, Sep 23, 2025 (News On Japan) - To prevent excessive smartphone use, the Toyoake City Council in Aichi Prefecture passed an ordinance on September 22nd that sets a daily usage limit of two hours during free time outside of work, study, and housework.

The measure, which will take effect on October 1st, is the first in Japan to set smartphone usage guidelines for all residents. No penalties will be imposed for violations.

The primary aim of the ordinance is to secure sufficient sleep for children and encourage more communication within families. It also establishes specific cut-off times for minors: elementary school students and younger are advised to stop using smartphones by 9 PM, while junior high school students and older (under 18 years old) are advised to stop by 10 PM.
